Introduction: The purpose of this position is to serve as the Executive Director of the National Council on Disability (NCD), and serves under the direction of the Chairperson and is accountable to the Chairperson and the full Council. The incumbent is responsible for the overall program management and operations of the Council which includes representing the agency on public policy disability issues, budget administration, and supervision of staff operations. The incumbent serves as a recognized authority and NCD’s spokesperson on a diverse range of disability policy issues.

 

Description of Position:

  • The incumbent works closely with the Chairperson and Council members in defining strategic goals and objectives, policy decision alternatives, and carrying out the responsibilities of the Council.
  • Responsible for the long-range program planning as well as day-to-day management of NCD activities.
  • Develops the annual agency work plan,
  • Provides the Council with full and timely reports and recommendations on substantive matters.
  • Represents NCD with other federal agencies, Congressional committees, stakeholder groups, civil rights organizations and businesses.
  • Has responsibility for the management of all financial affairs for NCD including budget preparation, accounting, and management reporting.
  • Directs the formulation, presentation and execution of the Council’s budget.
  • Ensures that NCD’s annual audit is conducted and submitted to the Office of Management and Budget within the established timeframes.
  • Ensures the development of the Council’s annual progress report and other publications assay be required by law or action of the Council.
  • Ensures on a timely basis that all reports, testimony, correspondence and policy papers required of the Chairperson and the Council in the proper discharge of his/her or its responsibilities under the law are expertly prepared and submitted to the appropriate agency.
  • Performs a full range of supervisory responsibilities in managing NCD staff to include, but not limited to, making staffing decisions, assigning and overseeing work, providing guidance and ensuring completion of performance appraisals and if necessary discharges staff.
  • Orients new NCD members on the NCD mandate and the operation of the Council including their roles as special government employees.
  • Ensures that all programmatic materials and support for NCD Council meetings is provided in a timely manner.
  • Assures that NCD complies with applicable federal laws, regulations and policies.

Qualification Requirements:

Required Skills:  To qualify, candidates must have experience (skill and knowledge) in the planning or operation of programs for individuals with disabilities.

Specialized Experience: Applicants should provide a narrative demonstration that they possess the following knowledge and skills, which are critical to the performance of the position:

1. Knowledge of NCD’s mission.
2. Demonstrated knowledge of the Americans with Disabilities Act, Rehabilitation Act, Individuals with Disabilities Education Act, Social Security Act, Fair Housing Act Amendments and other related legislation.
3. Demonstrated experience in identifying disability public policy issues and experience in developing and implementing programs designed to impact these issues.
4. Experience in working with disability groups on issues related to concerns affecting people with disabilities.
5. Personal experience with disability.
6. Ability to manage staff, consultants, and personnel issues.
7. Ability to establish and maintain effective working relationships with a variety of audiences.
8. Superior skill in interpersonal relationships and communications, the latter of which may be met through the use of adaptive equipment, interpreters for people who are deaf, readers for individuals who are blind and /or other reasonable accommodations.
9. Excellent oral and written communication skills and the ability to present reports using effective presentation methods.
10. Working knowledge of the federal legislative process and demonstrated understanding of how to work within this process to advance issues of disability policy.
11. Knowledge of the processes to efficiently and accurately manage financial activities with budgetary experience.

EVALUATION OF CANDIDATES: The Council Members of NCD will initially evaluate candidates based on the knowledge, skills, and abilities listed above, as demonstrated by the applicant’s resume, most recent performance appraisal, and any supplemental statements addressing the qualifications. Other information may
be considered as the selection process evolves. A short list of final candidates will be interviewed by the Chairman, other Council members, and the Acting Executive Director. Final selection will be made by the Chairman, in consultation with Council members and the acting executive director.

OTHER REQUIREMENTS:  This appointment is subject to 1 year probationary period. Travel on official business, as required.  You must be a citizen of the
United States.

OTHER INFORMATION: The National Council on Disability (NCD) is conducting a search for the position
of Executive Director. The position of Executive Director may be appointed without regard to the provisions of Title 5, United States Code, governing appointments in the competitive service, and may be paid without regard to the provisions of chapter 51 and subchapter III of chapter 53 of that title relating to classification and General Schedule pay rates. Relocation expenses may be paid.
